The government wants to make sure that banks are not discriminating against minorities or low income borrowers and refusing to make loans. The key to a loan is not making the loan, it's getting your money back plus interest. If you don't have a lot of income, the last thing they need is to be loaded up with debt. They don't need to take out loans they can't repay and then put themselves in a financial bind by giving them credit that they really can't afford.
