The Effect of Quantitative Easing on Small Banks

The only people who are leaving money in accounts of that size are to my way, thinking are criminals. Nobody sits there and gives away a billion dollars when they couldn't be turned around and put that money in treasuries that earn interest. The question is, was that really what was going on with this crisis to send a message to the other banks like, Hey, you know what, we've got Wales, your bank or two as a result of quantitative easing?"
