Zimmerman on the German Alliance

Secretary of State Zimmerman tells the Budget Committee of the Reichstag that Mexico's hatred for America is well-founded and old. He says, according to Zimmerman's plan, Carranza was to attack the United States with complete faith in the German alliance proposal. Germany would then have simply left him to his fate, excepted the unlikely event that Japan entered the alliance.
