The Role of the Local Boards in Spain's Prison System
The church, the army and sort of the old Queen's Hellers networks of landowners remain permanently mobilized by the regime politically and socially. The parole system effectively gave Franco's historic social base the power to grant and withdraw a prisoners release. They could also re-arrest them as well at any period. These local boards oversaw the private lives of prisoners' families who they viewed with same amount of contempt.
