Is It a Good Idea to Disavow Google's Links?

If you have a history of going against gougle's link guide lines, which basically means paying for links in one form or another, and you've done that extensively, i would probably work with my team to disavow those links. There's a whole other world of spammy links. And every sight has pammy links.
