Coal is on the way out and communities are being forced to look at how they will replace it. A coal plant could be an ideal fit for a community used to developing power. There's lots of government programmes to help these communities diversify their economy. It also keeps the jobs local, rather than sort of promises around increased ad jobs from renewable energy in the area.
