The Inefficiency of Lottery Numbers
The current system isn't necessarily getting the most out of the existing housing supply. The question of how to run lotteries has been studied in other contexts. There is a lot of oversight on developers right now, red so the city doesn't want them exercising too much discretion over who their tenants are. And i think at there could be a lot of benefits to implementing such a system, but it's sort of a political non starter.
