The Constitutional Crisis of the Yellow Fever Epidemic in Philadelphia
The 1793 yellow fever epidemic in Philadelphia created a constitutional crisis for the United States. Thomas Jefferson and James Madison argued that Washington could not call Congress into session outside of Philadelphia. The founding fathers gathered in nearby Germantown, where they slept on the floor or benches over Phil Tavern. When it was deemed safe, Congress convened in Philadelphia and passed a law allowing the president to assemble Congress outside of Philadelphia in cases that have emergency.
