The goal of the legislation, if you can kind of abstract to a single prime driver, would be something like, don't let these institutions work against the interests of the people who trade on them. There's always some kind of misalignment of interest between broker dealers and traders. But this is just a way to mitigate those risks. So it's not just random people making up random rules. It's really there for a reason to protect people like you and I.
