The Russians' Decision to Invade Crimea

I am skeptical that Russia decided at a high level at least to do this because the impact to Crimea, which they definitely care a lot about, is going to be significant. And I highly doubt that anyone at a senior life level would have jeopardized that for a tactical advantage of being able to move a brigade or two to another region.
