Compound Security Limit

How do you insure that institutions are oxygenated with fresh ideas and new thinking when those institutions, for centuries, have been boilt on hierarchy? I mean, one example, a couple of years back, i had this fellowship at the library of congress, and i had a bunch of interviews that needed transcribed. So how do you bring those insights in when people's identity and rank and everything else is predicated on how could a corporal conceivably tell me how to do my job, or whatever? Is a difficult task.
