The Institutional Weakness of the House Republican Caucus

The more moderate House Republicans are scattered to the winds. They don't have any mechanism of standing together as a group, formulating an agenda and trying to actually drive it. The Blue Dog Caucus was very cognizant of the fact that it held the pivotal votes.
