I Trade Adjustment Assistante Is Meant to Compensate the Losers

The theory of global trade is clear, but the real world doesn't quite work that way. We've had an increasing concentration of winners, and the losers just keep falling further and further behind. I don't think it takes a real cynic to look back at the last 30 or forty years of economists predictions. And then look at the current situation with wage stagnation and income in equality - these foundational inequalities that make it really, really hard for the average american to get caught up and certainly get ahead.
