Is the Bulgarian School Education System Better Than the American One?

The education that i know from bulgaria is from the commonest times. The education in vulgary has changed for the past 20 or so years dramatically. And from what i hear, it has become closer to the american one. Yet, this question are very politically charged, so iam treading here very carefully. How to answer this?
