What's the Difference Between Developmentalism and Soft Democracy?

The United States supported Pakistan over India because India was committed to doing a state socialist developmentalist project. They arrived to Western capitalist nation state status too late to avail themselves of that possibility. Because they got Gandhi instead of Lenin. Or rather, I guess there wasn't a Lenin to go with Gandhi. Like Trotsky had Lenin.
