Most African Americans living in the United States today, whose ancestors didn't come to America after 1865, could make a pretty good argument that they descended somewhere along the way from someone who was a slave. But another box that you could check if you've never been to San Francisco is that you were either personally incarcerated on a drug crime or that you were a direct descendant from somebody else who was imprisoned on a drugs crime. In other words, if I went to jail on some drug offense, then as long as I was also the descendant of a slave, I could move to San Francisco and collect my $5 million.
