Global Health Security Architecture - What Form Will This Treaty Take?

It's not exactly certain at this point, or at least it hasn't been revealed to the public. What form will this legal instrument take? That actually does make a difference. It may be the type of thing that each member state has to sign on to. There was fanfar in world health organization circles back in two thousand five but no one outside of those circles really had any idea what was going on.
