Random Audits and Random Enforcement Strategies Are Effective in Keeping People Guessing
If we think about enforcing parking tickets a lot like the IRS and forcing tax returns. We keep people guessing by picking a random audit or random enforcement strategy. And if we find that you cheated on your tax returns, we're not just going to ask you with the amount of money that you should have paid, we're going to impose severe penalties on you. So we reduce the probability of getting caught, but we increase the penalties in this case.
