In a fractional banking system, it's all about confidence. The moment people or a group of people believe that their money may not be at the bank and they go to get it out, then you've created a crisis. We've obviously decided that once every 10 or 15 years we can have these things happen and it'll be all right. That's why the JPMorgan Chases of the world are getting bigger and more powerful.
