Kennedy sees his role as attorney general to it's not a role, but opportunity to carry out these vendettas against people he doesn't like. He goes after Roy Colvin twice and Cohen has acquitted both eyes,. But he also goes after Jimmy Hoffa, who he was unable to get convicted in the 50s when he was at the Senate aid leading the McClellan committee's investigation of Hoppe. And well, Hoffa was definitely associated with some shady people that may all know about his mysterious disappearance.
