The biggest issue is that, for the most part, legislation has not really yet caught up tro what dows are attempting and in some cases, doing. Wyoming is the one state that has made some sort of official legal recognition of dows. But surely there's more to it to some degree. And e that would probably be a great place if you were to try and roll the dice on such a thing at this point.
