By the end of the korean war, America's steel industry had become tremely over built in its capacity. There is increasing concern about a relationship between steel prices and general inflation. This puts political pressure on the steel stry to constrain its price increases. And this generates a kind of like on going at some ways low level, but very intense from the perspective of workers.
