Is There a Difference Between Blacks and Whites in Music?

Jaz left the public discourse around the time black people really got into motown and then future forms black music. The schools became like the military industrial complex of jaz. And there was hardly anybody who had actually played any swinging jaz on a good gig with other tones. At this point, jas's education is certainly the number one economic driver in our ty. But when did it become primary though, where it wasn't about iline?
