The capability team is managing the platform. The delivery teams just have the engineers on their teams that use these capabilities and deliver, and that helps you. Total cost optimization, security, data accessor analytics, all of those cross-cutting concerns are very hard to drive. I find architecturally through many teams that are more functionally focused.
