What Do the Permaculture Lists Have to Offer?

Moulton and Holmgrom did try to articulate permaculture as a political vision. And I believe completely failed. It is not successful as a political influence. What about agro-ecology as a movement? I mean, I guess the question again comes down to like, what is the theory of change? Where is the end goal? How is it organized?
