Is Tailwind a Trend in Rails?

I was a little bit surprised to not see tailwind be a flag. That's nothing that I feel like is definitely a theme in both Phoenix and live you as a framework. But then they would have to support some kind of visual that wasn't tailwind or it would be sort of just raw naked, unstyled HTML. And I don't think that's necessarily better. Just pick a default, make it a loosely held default. Let people replace it. Is this a trend in a lot of other frameworks as well? Some I'm really, really far moved from Ruby and Ruby on Rails, but I think they also switched to tailwind or did they switch to ES build?
