Is the Civil Service Really Broken?
I wanted civil servants who would tell me something was a balmy idea and stop me creating a mess. I found the problem with civil servants was they were too keen to do what we wanted. One of the most important reforms i did was introduce off stead rating for hospitals, so every hospital is graded outstanding. Good requires improvement ors, big change. Di midstaffs. People are very worried about it, because a hospital has six thousand employees, half a billion quidsworth of turnover. So my feeling from now on is you want more independent thinking around you if you're going to make good decisions. And that's a better approach than just blaming civil service when things go wrong.
