Game theory teaches us that norms have to be categorical. But sometimes you might actually rather have a continuous norm. One concrete case is in the united states, where the e p a wants to allow a certain amount of omissions but it's really more than a certain amount that we need to stop. So there we have this continuous variable anda we would like to allow a little bit. If you if your thing exceeds my measurement, i don't need to coordinate this with anyone, then you can actually enforce that. There are sometimes benefits to having a government.
