The strongest eobing is in russia, where there's far more demand for foreign currency and dollars than there is for anything else. So the state essentially has to do so, and has to force prices on people. We've already seen the government essentially bar people from taking money abroad. I'm sceptical that that applies to puton's closest friends and and oligarchs. Lrady have plenty of money abroad, but simply, you can't have a market economy, even a closed one, in which the bymain demand is for capital to get out of that economy. That makes sense to me.
