Is the War on Poverty in the Sixties Helping?

The war on poverty in the sixties led to a net reduction in the rate of poverty. The official poverty rate does not take into account non cash or tax credit transfer programes which make up, like the majority of the u.Ss welfare regime. When measuring properly, what we find is that the war on poverty has been an extraordinary success. At cost, we've become more immoral.
