An act is a specific piece of legislation which creates law. It's introduced by a member of parliament as a bill, and it's called a bill at its first incarnation. A person can be banned from a certain place - that could be a noun or a verb. The Trees and Felony Act of 1848 makes it an offence to depose the monarch. This gives you super powers to decide what can be law legal and illegal. Whoever wears this magic hat instantly becomes Prime Minister. They don't need a passport.
