The Propaganda of Protest Under a Third Chijanping Term

Protest exists because the party sees some value in a sort of steam release. Or does protest exist because the party just doesn't want to pay the price or have the capacity to clamp down on every and all protest? I would imagine that there's this architecture of surveillance which has evolved under sijen ping, and given a rocket booster by cove 19, that that will stay in place. But why, if i'm hearing you correctly, we should expect, even under a third term shijen Ping, an increasingly autocratic china, that protest will be rutinized. It will still be a component of civic life.
