Is the Declaration a Negative Arbiter?

In the Trump era, the West seems to have moved on to supporting authoritarian regimes rather than actually promoting democratization. The question of what is Islam has become increasingly salient question in recent decades and it's been addressed by a litany of scholars. A multiplicity of interpretations, sects, and dogmas have emerged over the centuries. Only the most rigid sectarian part of it would deny it still falls somewhere within the broader umbrella that is Islam.
