Drone Strikes - The Crime of Aggression?

There's some concern that the emergence of drones as a regular tool of use of force can create continuous low level conflict. These are technological attempts, in a way, to navigate the legal terrain wen it comes to the law of war. The big issue here is when a low level use of force like the target assassination of a general sulemani triggers a right of forcible self defence, and when it becomes the crime of aggression. We need the court to judge what amounts to aggression. That's what's necessary.
