Is There an Incentive to Use the Resource?
People want to use the resource. The question with the ban or not has nothing to do with the use of the resource. Good public policy harnesses the profit motive to get to the end that you want. You can't just wave a magic wand and reduce the profit motive. If you really care about saving the elephant, you're going to allow the market to flourish because that's what benefits the elephant.
