The original concept artist was a yoshiaki inagaki, who would go on to also do concept art for star oceanand stuff. He's always purely like a concept artist that other artists build upon. In this case, these animate style characters could have been transferred easily into little sprites. But i feel like the character designer was brought on later as like a promotional gimmic.
