Is Consciousness Fundamental?

Consciousness is a field that all matter entails this other element, he says. But then there's this thing called the combination problem. If we have this mi level consciousness, how does that flow together the atoms in my brain into something bigger? This is considered a huge problem in circles where scientists and philosophers are considering theories that entail panpsychism. It makes sense to me that that would be a very unique type of content to be in consciousness.
