The First Ten Amendments to the Constitution
The first ten amendments to the constitution were ratified by congress in 17 89. The preamble said that their purpose was to clarify the limits of the powers of not only the congress, but the federal government in general. In 18 33 chief justice john marshall wrote the opinion for the unanimous court in a case called baron versus baltimore. It wasn't until even later in the twentieth century that the court really dove into claiming that various other provisions of the first eight ame were enforcible against state and local governments.
