For the first time in his life, he discovers that there is an eye. Rubashov begins that conversation with nothing but utter contempt for four o two. By the end of the novel, he has a certain degree of sympathy for four o 2. And i think that is part of this oceanic feeling that rubeshov talks about. Its having a kind of personal, intimate relationship with another human being that stands athwart history and is not subsumed under the wee.
