There are several arguments that the British must have been expecting him. But they're also not strong, he says. It's quite possible there were a low level back channel peace negotiations going on with Germany to see if the war situation might be resolved but you'd need evidence of these being happening further. And I haven't found any evidence of Britain planning and approving such a visit.
