After every disaster, we are apt to think that the law must either have been broken or be insufficiently robust. We regard physical, financial and emotional security not just as a normal state of affairs, but as an entitlement. Some people will welcome this change, others will deplore it. Most of us probably take different views about it at different moments of our lives. It is a rational response to important changes in our world.
