The State of War Is a State of War
Hobbs argues that we are all signers of the social contract by our nature. If you violate any of these agreements, he says, then you become an enemy of the state. But if you choose not to participate in the social contract when there is a functioning society, then you go to war with the state - which could be called 'war against individuals'
