What's the Difference Between the Second and Third Option?

There are three ways to change the system, short of civil war. The good way is when people outside ilitue class build a sufficiently strong base of political and economic power that they oust the current. That happens all the time in history. And actually it m the bad way is domestic insurgency, civil war. Interesting. I'm sure there are other options. But those are the three that come immediately to mindi frankly, i would really prefer the one of the first two.
