Obama has made clear several times that this cannot, solution, cannot come through the state. The citizens climate lobby has just put all their organizing into one policy called a carbon fee and dividend. They think they are going to win over right wing anti government people by saying, hey, this policy doesn't grow government and doesn't expand governmental power. It just givess money to everyday people.
