The report recommends that the government subsidize banks to give low interest loans to households. The government took a big step towards this in the recent budget announcement with a $1 billion package for home efficiency upgrades. This package is going to be administered through the Clean Energy Finance Corporation (CEFC), which will be at arms length from government.
