He was writing in the context of Caesar and he wasn't critiquing Caesar for what he was doing or not doing. Do we think he wanted Caesar to acknowledge God? Well yes in some sense but I don't think he was wanting Caesar in his present state to enforce his paganism. So I do think he was saying Caesar's there for the second table as it were.
