The French Third Republic and Paris-Commune era also do not really resolve towards a dictatorial outcome. In Mexico, Carranza very much wanted to play the role of a charismatic dictator after Medero but the man had no charisma. Avara Obergon is playing this role here; with no re-election being such a huge part of the Mexican Revolution, Obergon gave way to a successor. And from there, the PRI developed itself into a unique system where the party became the dictator rather than any single man. But obviously post-February Revolution Russian democracy didn't even last a year before it was back to one leader calling the shots.
