The Pragmatists and the Technocrats in the Liberal Government
"There's sort of a fight between sort of the pragmatists and the technocrats," he says. "I do think they have an ideological bent that government has to step up on every public policy problem with big dollars, which I don't think is a pragmatic view of how it works in practice" He adds: "On the implementation side, there've been a lot of shortcomings."
