The person who's most powerful in one contest is the person who's least powerful in another. And that, without going into some cliche about, oh, the right leader for the right moment, you know, how it's presented so superficially sometimes. You can't, if you believe that there is a right way to steer the boat, you will end up on the wrong bend of the river.
