New York City's Crime Decline Wasn't Just New York, It Was New York's
In the early 1990s and through the mid 1990s, New York's homicide decline far superseded that of any other jurisdiction in the country. It has proven to be much more resilient this model, which was bought into by police departments across the country. In New York City, for example, a minimum of 95% of all shooting victims every single year for which we have data are either black or Hispanic,. Almost all of them are male.
